In the early days of Japanese involvement in World War II, they used the Pacific Ocean around French Frigate Shoals (in the Hawaiian Islands as a point to refuel sea planes from Japanese submarines. A second attack on Pearl Harbor actually was attempted by 2 Japanese seaplanes in early 1942.
